Jézabel Couppey-Soubeyran, Scientific Advisor at the Veblen Institute and Senior Lecturer at the University Paris 1 Panthéon-Sorbonne, will present the Veblen Note: “Who Holds Public Debt? A Key Question for Sustainability” (September 2025).
Public debt lies at the heart of the political crisis shaking France, but the debate on debt is heating up in many other countries as well. At the same time, the European Union and its member states face the need to finance massive investments in a wide range of areas, to meet objectives already adopted or discussed in current debates. All of these investments share a common feature: they require a variable yet always significant portion of public financing and public investment.
On one hand, warnings about public debt; on the other, the need to prepare for the future—the conflict of objectives is clear, and the financial equation appears challenging, particularly for highly indebted states such as France. How can the fiscal room for maneuver of states and the EU be preserved under these circumstances?
